Título: Análise técnica e econômica da produção de energia termelétrica a partir da biomassa florestal
Technical and economic analysis of thermoelectric energy production from forest biomass

Abstract: O objetivo deste trabalho foi realizar análise técnica e econômica da produção de energia termelétrica utilizando como fonte a biomassa florestal, em forma de cavaco de eucalipto, com a finalidade de avaliar o potencial para expansão do uso da biomassa florestal na matriz elétrica brasileira. Realizou-se uma busca na literatura para determinar: os principais aspectos do mercado de energia elétrica no país; a participação da biomassa florestal nesse mercado; as principais características energéticas dessa fonte, e as tecnologias de conversão em energia termelétrica. Posteriormente, foi desenvolvida análise técnica para dimensionar a implantação de uma usina termelétrica (UTE) a cavaco de eucalipto na microrregião de Viçosa, MG, avaliando capacidades de 5, 10 e 20 megawatts (MW) de potência bruta instalada. Também foi realizada análise econômica de um projeto termelétrico típico de 10 MW, com base nas seguintes hipóteses de venda de energia: comercialização integral no mercado regulado (ACR), comercialização integral no mercado livre (ACL) e comercialização parcial no mercado regulado e mercado livre (ACR e ACL). Cada potência apresentou capacidade para demandar 8,7% (5 MW), 13,2% (10 MW) e 25,1% (20 MW) da área estimada de plantios de eucalipto dessa região. No mercado regulado, onde o risco para o empreendedor é zero, a Taxa Interna de Retorno (TIR) foi de 15,0% ao ano, e verificou-se que quanto maior o nível de inflexibilidade adotado pela UTE, maior a Receita Fixa anual requerida pelo investidor e maior o Índice Custo Benefício (ICB). Mesmo assim, os ICBs estimados para o empreendimento permaneceram dentro da média dos últimos vencedores dos leilões de energia nova. No mercado livre, onde o risco do investidor é maior, o retorno médio aumentou levando em consideração as condições atuais de mercado, com Valor Presente Líquido (VPL) de R$ 7,7 milhões e TIR de 20,4% ao ano. E a comercialização parcial nos dois mercados levou a resultados econômicos satisfatórios e a melhoria na mitigação dos riscos se comparado ao mercado livre. Portanto, a decisão da alternativa de mercado a ser escolhida dependerá do apetite ao risco do investidor. Por fim, este trabalho recomenda que para que haja o crescimento da participação da biomassa florestal no mercado de energia elétrica, deve-se adequar os critérios dos leilões de energia para a biomassa florestal, por parte do governo, bem como da maior qualidade e integração dos projetos, por parte dos investidores e produtores florestais.
The objective of this work was to carry out technical and economic analysis of thermoelectric energy production using forest biomass, as a eucalyptus woodchip, in order to evaluate the potential for forest biomass expansion in the Brazilian electric mix. Literature search was conducted to determine: the main aspects of the electricity market in the country; forest biomass participation in this market; the main energy characteristics of this source and conversion technologies in thermoelectric energy. Subsequently, technical analysis was performed to evaluate the implementation of a eucalyptus woodchip thermoelectric power plant (UTE) in Viçosa micro-region, MG state, evaluating capacities of 5, 10 and 20 megawatts (MW) of installed gross power. Economic analysis of a typical 10 MW thermoelectric project was developed, based on the following hypotheses of energy sales: full commercialization in the regulated market (ACR), full commercialization in the free market (ACL) and partial commercialization in regulated and free markets (ACR and ACL). Each power presented the capacity to demand 8.7% (5 MW), 13.2% (10 MW) and 25.1% (20 MW) of the eucalyptus plantations estimated area of this region. In the regulated market, whereas the investor risk is zero, the Internal Rate of Return (IRR) was 15.0% per year, and the bigger the inflexibility level adopted by the UTE, the higher the annual Fixed Income required by the investor and the higher the Cost Benefic Index (ICB). Even so, the estimated ICBs remained within the average of the last winners of the new energy auctions. In the free market, whereas the investor risk is bigger, average return increased taking into account the current market conditions, with Net Present Value (VPL) of R$ 7.7 million and IRR of 20.4% per year. And partial commercialization in both markets led to satisfactory economic results and improved risk mitigation compared to the free market. Therefore, the market alternative to be chosen will depend on the investor’s risk appetite. Finally, this work recommends that the energy auctions criteria for forest biomass should be adjusted by the government, as well as the higher quality and integration of the projects should be observed by investors and forest producers, in order to growth the forest biomass participation in the electricity market.
